However I can't think of putting up a fresh idea or IT project in front of the other business collegues just during the budgetting time. If this truly was a technology/project that was important to the business the CIO would've/should've mentioned and discussed this during his other interactions with the business and build enough support for his idea. Yes things can take a U turn when it comes to Money and the CFO can influence others to change their stand.
